Can my horse go Prelim Level eventing?

He's a friesian percheron. He rides a lot lighter than you'd expect. His fomer owners were jumping him 3'6-4' and eventing him novice. They were planning to take him training level if no one bought him. I'm eventing beginner novice right now and probably won't be going prelim with this horse, but I was wondering if, from a hypothetical standpoint, he could go prelim. I know he wouldn't make the time, but could he actually do it, if he was in fabulous shape and everything?
