If you get married in a small civil ceremony legalized by a judge, can anyone be an officiant at a "honorary"?

If we decide to get married in the courthouse, witnesses, a judge a few days before our actual wedding - then at the wedding "ceremony" which would be more of a show since we already are legally married - could anyone serve as the officiant? In our state to be an officiant you have to be clergy or judge. We are not religious and don't know any judges so if we just go down to the city hall or courthouse and get the legal papers taken care of, then at the "wedding" part can there be like, an emcee, who just directs things? They could read a page or something and we exchange vows?
