What is the difference between a Fender Strat made in Mexico, and one made in the USA.?

Is there an actual difference in quality and/or electronics? Or is the extra cost for a US Strat simply because it was made in America? Also, what makes the biggest difference in tone for an electric guitar? Electronics or wood type, or what?
