Why is the EAS Emergency Signal going off?

When they have those "this is not a drill" warnings, it should immediately be followed by local info: phone numbers or stations to keep watching, and such. Just keep watching! I've had those things pop up on the TV channels when there was a tornado sighting, but I'm sure they have them for a host of other things.
