Does this require grounding or bonding?

If I am pouring gasoline from a plastic container through a plastic funnel into a vehicle, does it need to be grounded or bonded to avoid the possibility of static electricity causing the fuel vapors to ignite ? I would also appreciate any web sites that talk about different scenarious of this nature. Thanks all
